The Goal:
Commuter service from Paine Field would imitate these successful municipal airports:
Charlottesville-Albermarle Airport, Charlottesville, Virginia (CHO)
Monterey Peninsula Airport, Monterey, California (MRY)
Cherry Capital Airport, Traverse City, Michigan (TVC)

Paine Field currently operates at roughly 45% of its rated capacity. Even with 10 - 15 daily passenger flight departures Paine Field would still be utilized at less than 50% of capacity.
Adding commercial air service does not require any expansion of the airport's current boundaries. No new runways are required and no runway extension is needed.
Space for parking and a small terminal already exists on airport property.
