Events
1936
Start of construction - to create jobs and stimulate economic growth.
1939
Airport operations begin.
1940
US Army Air Corps leases the airport and renames the facility into Everett Army Air Field.
1941
World War II. The Army Air Corps acquires Paine Field and mans the facility from 1941 to 1946. During that time, they made improvements to the airbase and helped the community economically even though most of the commercial traffic came to a halt during the war.
1947
Island Airways operates passenger flights into and out of Paine Field.
1948
Paine Field is transferred to Snohomish County.
1948
The military dramatically reduces its presence at the airport.
1949
Scheduled air service at Paine Field. West Coast Airlines (later Hughes Air West) used the building as their terminal from about 1949-1950. They flew DC-3's on a scheduled route from Bellingham to Eugene, OR.
1951
Korean Conflict. A US Air Force Aerospace Defense command unit was stationed at Paine Field and its name was officially changed to Paine Air Force Base. Paine AFB has 4 active runways.
1966
The Boeing Company selects Paine Field for the Boeing 747 assembly plant - with local support and FAA approval - and construction of the new facility begins. Main runway is now 9,010 feet long.
1966
Military dramatically reduces presence at Paine Field - leaving the airport to General Aviation - including Boeing and BF Goodrich operations.
1968
Joint Military and Civilian control over the airport ends.
1969
First Boeing 747 takes to the skies at Paine Field.
1979
Mediated Role Determination is created in an effort to discourage scheduled passenger air service at Paine Field.
1990
US Congress restricts airport curfews through ANCA: Airport Noise and Capacity Act. ANCA bans all Stage I & II aircraft of 75,000 lb GTW from 48 contiguous United States, effective Dec 31, 1999.
2000
Airport Noise and Capacity Act (FAA) goes into effect - banning all Stage 2 and earlier aircraft from the 48 contiguous United States. Grant Assurances (FAA) disallow discrimination of the use of the airport.
2004
Market study validates viable market exists for regional passenger air service at Paine Field.
2005
Future of Flight and Boeing new Tour Center completed.
2005
MRD Review Panel installed by County Executive to review MRD.
2006
MRD Review Panel completes reviewing the MRD.
2007
Report on MRD Review Panel's key conclusions: The efforts of the community panel identified three primary, fundamental factors influencing the future role of the Snohomish County Airport (Paine Field):
1. Current federal law does not allow the County to prohibit or limit scheduled passenger air service.
2. Current federal law does not require the County to encourage or subsidize scheduled passenger air service.
3. The County can and should insist that an airline pay its own way and mitigate its impacts.
